Abstract
COVID19 Pandemic affected all industries and livelihood worldwide more especially on food industries managed by small family owned business. In this study, 51 family owned restaurants were surveyed in the second district of La Union in terms of their strategic response during the COVID19 lockdowns and to develop a Post COVID recovery plan. Cost leadership strategies were very highly practiced; focus, market development and outsourcing were highly practiced while diversification was moderately practiced. Several capabilities and constraints were also identified and the R.I.S.E U.P. COVID recovery program was develop which stands for Re-evaluate, Invest, Strengthen, Enhance, Upgrade and Promote. Most of the participating restaurants have been operating for more than 4 years, micro enterprise with at least 6 employees and they have offered other types of services such as in-house and third-party delivery services. Most strategic responses were highly practiced as adaptation to the COVID19 lockdowns. Family-owned restaurants firms have had several capabilities and constraints in dealing with the new policies of the COVID19 pandemic. Recommendations include to improve online presence, invest in delivery services, prioritize cleanliness and hygiene, regularly update offerings, implement employee development programs and consider market expansion.
