Abstract
Civil society organizations offer a voice to the disorganized and the voiceless segment of society. They strengthen public awareness and fight for change by enabling local communities to cultivate agendas to conform to their necessities. This paper describes, evaluates and analyzes the Civil Society organization participation in the municipality of Naguilian, La Union. It utilized a mixture of both quantitative and qualitative procedures, using questionnaire as the data gathering tool and data were analyzed using median, frequency count and percentages. Significant findings were: CSOs are more or less similar in nature, characterized as small organizations with minimal budget and limited number of members; there is a presence of low participation due to lack of skills needed for their participation in legislative, executive and voluntary work engagements. A training program design was formulated to address the capacity development gaps of CSOs as partners in nation building.
