Abstract
Results showed that there are 28 active farmer organizations that are members of the IPP. Majority of which have 149 and below members who are tenants and who produce 1,000 -10,000 bags of palay annually. Most of the farmer organizations have existed and have been members of the National Food Authority Institutionalized Procurement Program for 15 years or more. The roles or specific functions of the different NFA personnel are well defined in the policies and guidelines of the Institutionalized Procurement Program.
Meanwhile, the farmer organizations perceived that generally, the policies and guidelines of the National Food Authority Institutionalized Procurement Program are very highly implemented. The Farmer organizations, likewise, claimed that they are very highly satisfied with the said policies and guidelines, however, not satisfied with the NFA'’s buying price.
Results also revealed that as the buying price gap between NFA and private trader increases or widens, the effectiveness of the program decreases. The number of members of the farmer organizations, the volume of production of the farmer organizations and the satisfaction of the farmer organizations on the buying price of the National Food Authority were significantly related to the effectiveness of the IPP.
