Abstract
This case study was conducted to determine the experiences and present conditions of selected three (3) fiberglass and three (3) wooden hulled material ship owners in Batanes using a structured questionnaire which served as core tool in obtaining all necessary data supported with face-to-face meeting/discussion and like wise engaging open-ended questions, observations and analysis which were then statically managed. A SWOT analysis was made to identify and analyze the various aspects affecting the modernization program. This study revealed that the ship owners were highly impacted on the effects of modernization of ships because they are proven to be safer, more durable, more environment-friendly, relatively low to maintain and repair, provide more convenient services to the riding public, and likewise a great deal source of income. Wooden hulled material ship owners have not yet converted due to the absence of an alternative passenger ship, unavailability of construction materials, difficulty in compliance to the requirements for upgrading of the crew licenses and insufficient knowledge regarding boat building design. Moreover, considering the high maintenance cost and capital requirement, the absence of much needed financial assistance/ programs and incentives as well as the lack of better port infrastructure and facilities, likewise serve as additional constraints to them.
