Design: A descriptive, cross-sectional design. Methods: A convenience sample of 2,163 nursing students from nine countries was surveyed using the Cultural Capacity Scale from April to November 2016. Results: The study found a moderate range of cultural competence among the students. The ability to teach and guide other nursing colleagues to display culturally appropriate behavior received the highest competence rating, while the ability to discuss differences between the client's health beliefs or behaviors and nursing knowledge with each client received the lowest competence rating. Differences in cultural competence were observed between students from different countries. Country of residence, gender, age, year of study, attendance at cultural-related training, the experience of taking care of patients from culturally diverse backgrounds and patients belonging to special population groups, and living in a multicultural environment were identified as factors affecting cultural competence. Conclusions: The international perspective of cultural competence among nursing students provided by this study serves as a vital preview of where nursing education currently stands in terms of providing the necessary preparatory competence in the cultural aspect of care. The variation of cultural competence among nursing students from different nations should serve as a cue for designing a focused yet multimodal nursing education program in guiding them to be culturally sensitive, culturally adaptive, and culturally motivated.Item Academic librarians as catalysts of innovation:(International Research and Innovation Journal on Education, Engineering and Agriculture, 2024-12) Paiste, Aisha T.This study explores the competencies of academic librarians in utilizing artificial intelligence (AI) tools within selected universities in Pangasinan, Philippines and examines their role in fostering innovation in education. Employing a descriptive-correlational research design, the study assessed the extent of AI integration in library services and identified the challenges faced by librarians. Findings revealed that while academic librarians are beginning to embrace AI technologies—particularly in enhancing information retrieval, automated cataloging, and digital curation—the overall adoption remains moderate. Notably, the use of AI in subject indexing and resource discovery is still emerging. Barriers to full-scale implementation include concerns over data privacy, limited training opportunities, high implementation costs, ethical implications, user trust, and ongoing system maintenance. Despite these challenges, the study underscores the transformative potential of AI in reshaping academic library services, which are critical to supporting innovative teaching, research, and learning practices in higher education. To address the competency gaps identified, the study proposes a capacity-building intervention titled "AI Unlocked: A 2-Day Training to Empower Academic Librarians with Next Generation Competencies." This program aims to equip librarians with practical AI skills and knowledge, enabling them to act as catalysts for innovation within their institutions. By enhancing their digital competencies, academic librarians can more effectively support faculty and students in navigating complex information environments, thereby contributing to a more innovative and responsive educational ecosystem.Item Acceptability assessment of a locally developed onion harvester hand tractor in La Union, Philippines(E3S Web of Conferences, 2023) Abad, Rosalinda L.; Buccat, Hipolito C.; Tam-awen, Zion Jemillinium S.; Pagaduan, Jessica A.Onion farmers’ attitude toward a locally developed onion harvester in the Philippines has been unstudied due to the unavailability of the machine. Based on a respondent of 26 onion farmers, an acceptability assessment of the onion harvester was implemented. Data were gathered using questionnaires at two activities of actual hands-on operation and lectures and analyzed using fisher’s exact test. The ease of operation, cleaning and maintenance, safety of operation, ease of transport, technical field performance, adaptability, and investment viability were relevant attributes used in the acceptability of the onion harvester. The majority of the respondents positively accept the onion harvester. The user operation, cleaning and maintenance, ease of transport, adaptability, and investment viability are correlated positively to the willingness to buy or rent the machine. Conversely, user safety, technical performance, and aesthetics are not correlated with adoption. Since 38.5% of the farmers have no hand tractor, the preferred acquisition is renting the onion harvester.Item Advancing sustainable agriculture through beneficial microbes:(Research and Innovation Department,Khon Kaen University, Thailand, 2026-05) Aban, Jomar L.; de Guzman, Allen Dale L.; Escobal, Mark Joseph B. ; Estal, Karen Nicole F.; Milanes, Nathanael Alexis S.; Sagun, Analyn V.This is a review of the use of effective microorganisms (EM) in sustainable agriculture to improve soil quality, increase crop yields, and control plant diseases. This review aims to contribute to understanding sustainable agriculture using microbes for our benefit by integrating microbial physiology and synthetic microbial innovations, with respect to community-level microbial interactions. Using a literature search strategy, the physiological mechanisms by which EM may enhance soil fertility through improved nutrient cycling and increased nutrient availability to plants, and/or by creating or modifying soil structure to support root growth, were described. Results showed that EM also increase the ability of plants to grow despite biotic stressors, such as soil-borne pathogens, through both the creation of antimicrobial compounds and competitive exclusion. Microbes also enhance plant tolerance to abiotic stressors, such as water loss from drought or salt accumulation, by altering how plants respond physiologically and by retaining soil moisture. This could be achieved by using effective microbes in agriculture via synthetic microbial communities (SynCom), which will enable greater resource efficiency, a lower environmental footprint, and contribute to achieving food security while addressing current global issues such as climate change and growing populations. However, there is still much to be learned about the long-term ecological implications, scalability, regulatory environments, and socio-economic feasibility of agricultural technologies based on microorganisms and SynComs, especially in developing and climate-vulnerable countries. It helps supply crop products to the community and provides major employment in rural areas. But lately, the farmers are facing problems due to the low in price value of crops produced locally because of high importation from the neighboring Asian countries. Most farmers belong to the marginal sector of the community and sometimes given less importance in government support. Thus, the demand for food products escalates as the population increases. Another is the lifestyle and awareness of people which affect the food demand the consumer eats every day. The local market is mostly located in trading post areas and primarily serve as places where farmers can meet with traders to sell their products. This develops a potential market for domestic consumption to have a better quality of farm products produced delivered to them.The development of Agricultural Technology of Negros Occidental (AgriTechNo), an agricultural product forecasting system application helps the farmers in deciding where to market their product and assess the price value available in the market that is monitored in the trading post.Item Altruistic care theory of nursing (ACTON):(Philippine Journal of Nursing, 2018) Estacio, Joel C.Nursing as a complex system engages nurse at the heart of health care functions fostering their indispensable nature especially in the public health environment. This paper is aimed at describing the Altruistic Care Theory of Nursing (ACTON), addressing the intricacy of nursing practice in health equity and health inequity matters. Nursing that is delivered as altruistic care can be performed by nurses through “internalizing and intervening behaviors” which include reflective processes that transcend the traditional health care. “Nursing Interventions” are multifaceted and inclusive of individualized care. Altruistic Care Theory in Nursing may prove advantageous in addressing health inequity issues through human to human interactions with clients, co-workers, and other members of the health care team, and participating in collaborative and informed engagements.Item Analyzing the effects of the problem solving approach to the performance and attitude of first year university students(Elsevier Ltd, 2019) Albay, Eduard M.The problem solving approach emphasizes that important mathematics concepts and procedures can be best taught through problem solving tasks or activities which engage students in thinking about the important mathematical concepts and skills they need to learn. This study utilized the problem solving approach, also known as teaching through problem solving, as supported by various collaborative strategies, as instructional intervention in teaching mathematics to university freshmen students and investigated its effects to their performance and attitude towards the subject. The pretest-posttest true experimental design using two matched groups of respondents based on their Intelligence Quotient scores and mathematics test scores in the University Admission Test was utilized. Problem solving tasks were developed and provided to the experimental group. The conventional approach in teaching and learning was employed to the control group. Necessary data to fulfill the objectives of the study were gathered through the attitude scale questionnaire and the researcher-made test and were analyzed using appropriate statistical tools. The results established evidences that the problem solving approach when applied to classroom instruction can significantly improve understanding and performance in mathematics and can also promote a favorable attitude towards the subject, hence, indicating the effectiveness of the approach in teaching mathematics. © 2019 The Author(s)Item Android-Based Mobile Grade Viewer Application Using PHP(Institute of Electrical and Electronics Engineers (IEEE), 2021) Villanueva, Carlos A; Cacayuran, Kristoffer Camille A.; Munar, Emely A.The study focused on developing an online Mobile Grade Viewer that allows users to access student grades. It used descriptive research and the QUIS 7.0 questionnaire with 350 respondents composed of parents/guardians, teachers, students, and technical experts. The application can access records from the Registrar's database through desktop computers, laptops, and mobile phones. It provides accounts for students, parents/guardians, and teachers and includes login, account, assessment, grade viewing, and grade summary pages. The respondents found the application easy to operate, easy to learn, consistent, and helpful.Item Assessing graduates’ attributes and job performance for program curriculum enhancement(International Journal of Evaluation and Research in Education, 2024-08) Albay, Eduard M.; Aquino, Ronald L.; Alambra, Ralph Vincent E.; Eisma, Delia V.; Quiambao, Raquel D.Graduate tracer studies are essential for higher education institutions (HEIs) as valuable information can be uncovered and derived that is useful for curriculum development, revision, or enhancement. This descriptive research study, using a questionnaire as the main data-gathering tool, determined the job attributes and job performance of the Bachelor of Science (BS) Mathematics graduates from 2013 to 2017 from a state university in the Philippines. Results revealed that the graduates were currently employed in various positions in both private and government institutions, with either permanent or contractual status. The graduates identified skills in mathematics, communication, computer, human relations, entrepreneurship, problem-solving, and critical thinking as vital in performing their duties and obligations in the workplace. Overall, the graduates’ job performance is outstanding. Based on the findings, suggestions to improve the BS Mathematics curriculum of the concerned HEIs were discussed to make it more relevant, responsive, adaptive, and inclusive.Item Assessing interlanguage pragmatic competence on speech acts in a Filipino ESL context.(Corpus Pragmatics, 2023-02-27) Budeng, Rinarose B.; Merza, Hartwell Norman M.This study aims to assess the pragmatic competence of Filipino ESL learners along comprehension and production through pragmatic assessment tools that are contextualized to the local needs of Filipino ESL learners. The tools were developed in several steps such as generation of speech acts situations, likelihood investigation, organization of situations, checking for content validity, and checking for reliability. The developed research instruments were a multiple-choice tool for the pragmatic comprehension test and a WDCT for the pragmatic production test. The situations for the pragmatic tools were contextualized to Filipino ESL learners. The tools were administered to 70 AB English majors. The results revealed that the Filipino ESL learners’ level of pragmatic comprehension is high while their pragmatic production is slightly off but acceptable as rated by American English native speakers. The results imply that there is still a need to promote Filipino learners’ pragmatic competence as a crucial part of their communicative competence.Item Assessment of GIS capabilities of LGUs of the province of La Union, Philippines: Basis for action plan(Italian Association of Chemical Engineering - AIDIC, 2018) Lucena, Jomar J.The study determined the Geographic Information System (GIS) capabilities of the Local Government Units (LGUs) of La Union province in the Philippines. The GIS profile of the LGUs was assessed and the level of awareness, understanding, utilisation and expertise of GIS users on selected GIS concepts were determined. Constraints in the utilisation of a GIS was investigated to come up with a proposed GIS action plan. Using a descriptive research design, a constructed questionnaire was used in gathering data substantiated through key informant interviews. Data analysis was done using descriptive statistics. Results revealed that GIS users in the LGUs have moderate awareness and fair understanding on some GIS concepts. GIS is moderately utilised in the LGUs and GIS users have average level of expertise on such. LGUs operate GIS under minimal funding and technical support. Technical, financial and organisational constraints in GIS utilisation is evident such as limited GIS background of users, costly hardware and software and the absence of fulltime GIS specialists. Based on the results, projects such as capacity building, benchmarking and data collaboration were proposed to increase the GIS capacities of LGUs. Information dissemination was also done to extend the results to the LGUs.Item Asymmetric price transmission and threshold dynamics in the Philippine corn market(De Gruyter, 2026-05) Jayme, Aphril E. S. J. M.; Lee, YoonsukUnderstanding how price signals are transmitted along agricultural value chains is critical for assessing market coordination and equity, particularly in developing economies. This study analyzes vertical price transmission in the Philippine corn market across farmgate, wholesale, and retail levels using monthly data from 1990 to 2020. Employing both linear and nonlinear econometric approaches specifically the Threshold Vector Error Correction Model (TVECM) - the analysis identifies cointegrated relationships among prices and reveals asymmetric, threshold-dependent adjustments. Results show that farmgate prices respond strongly to deviations from equilibrium, wholesale prices adjust in a regime-dependent manner, and retail prices remain relatively rigid. These dynamics indicate that price transmission is often sluggish and uneven, reflecting transaction costs, market power disparities, and coordination frictions. Such patterns place a disproportionate adjustment burden on farmers while limiting consumer benefits from falling upstream prices. The findings highlight the importance of policies that improve supply chain integration, strengthen farmer bargaining power, and enhance price monitoring. By focusing on asymmetric transmission and nonlinear adjustments, this study provides new insights into how price relationships shape the performance of the Philippine corn market.Item Attainment of the immediate program graduate attributes and learning outcomes of teacher candidates towards global competence initiatives(International Journal of Learning, Teaching and Educational Research, 2020-12) Magulod, Gilbert C., Jr; Capulso, Leonilo B.; Dasig, Josephine Pineda; Baluyot, Micheal Bhobet B.; Nisperos, John Noel S.; Reyes-Chua, Ethel; Ritonga, Mahyudin; Ventayen, Randy Joy M.; Khassenova, Assel; Mustary, Mashraky; Chupradit, SupatThis paper focuses on assessing the immediate program graduate attributes and learning outcomes for the teacher preparation towards global competence initiatives. It describes the students' retrospection, which will serve as a basis for the program's strategic enhancement. This study employed a descriptive survey of 75 teacher candidates in the Philippines. Findings revealed that the top five highest program graduate attributes are lifelong learner, responsive teacher, ethical educator, subject matter expert, and multi-literate educator. Simultaneously, the bottom five are effective communicator, value-laden educator, instructional material developer, classroom manager, assessor and evaluator, and curriculum planner and implementer. Grade in experiential learning courses spelled the difference in the acquisition of graduate attributes. Implying that students with high academic performance perceived themselves to have a high level of acquisition of the Immediate Graduate Attributes (IGA). Retrospection of the respondents showed excellent satisfaction with the research and extension services, educational counseling program, and the instructors and professors' qualities while family and relatives were influential in choosing teaching as career preparation. Finally, parents' satisfaction and geographic locations are important factors that affect the teacher education program enrollment. This study will serve as reference in designing teacher education initiatives towards internationalization.Item Automated tobacco grading using image processing techniques and a convolutional neural network(International Association of Computer Science and Information Technology, 2019) Marzan, Charlie S.; Ruiz, Conrado R.Tobacco grading is very important for crop market price determination. It is beneficial for graders who need to manually classify tobacco leaves according to their grades. As such, a grading system using image processing techniques and a Convolutional Neural Network (CNN) is proposed in this study which aims to surpass existing results in tobacco grading. The system consists of image acquisition, pre-processing, leaf detection, segmentation, and classification. Tobacco leaf images were directly taken at the tobacco grading room and pre-processed for subsequent tasks. Through a Haar cascade classifier and applying image processing techniques, air-cured tobacco leaves are automatically detected and extracted in images. This method produced satisfactory results as it can successfully detect single and multiple tobacco leaves taken under different positions and scale. All detected tobacco leaves underwent various image processing to precisely segment leaves from the rest of the image. The experimental results also reveal that using segmented and nonsegmented images, CNN classifier can effectively grade tobacco leaves as high as 96.25% accuracy rate and on average, took 7.43 ms to classify a single tobacco leaf. This approach outperforms current methods in grading tobacco leaves. © 2019 International Association of Computer Science and Information Technology.Publication Biosorption capacity of selected aquatic plants(Chemical Engineering Transactions, 2020) Visperas, Kim Z.; Marzo, Frankie G.; Andrada, Jacklyn C.The massive growth of aquatic plants can contribute to the problem of biological pollution; however, these plants can be utilized to solve other environmental issues. There are plants noted to have a contribution to the adsorption of heavy metals. This study investigated the biosorption capacity of selected aquatic plants. The biosorption of Pb2+ was tested using pulverized water lettuce (Pistia stratiotes (L.)), water hyacinth (Eichhornia crassipes), and water spinach (Ipomoea aquatica). The increase in biosorbent doses under laboratory conditions at 24 h of contact time has a moderate influence on the pH of the aqueous solution. Metal ion adsorptions were strongly dependent on pH, with an optimum pH of 4-5. The maximum adsorption capacity (qe) of Pb2+ was 3.62, 2.31, and 3.52 mg g-1 using water lettuce, water hyacinth, and water spinach. The biosorption efficiency of the aquatic plants is moderately influenced by the biosorbent doses, with a maximum efficiency of 99.99 %.Item Bridging the gap:(RECOLETOS Multidisciplinary Research Journal, 2024-03-18) Bustos, RonaldThis study looks at how the present skills need, the dynamic labor market shifts in the Philippines, and the academic programs promoted by the Commission on Higher Education (CHED) connect. The study uses document analysis, guided by Cleary et al.'s (2017) Skills Alignment approach, to link high-demand skills and key economic sectors with CHED's prioritized programs. Using the most recent Labor Market Information reports and the CHED Memorandum Order No. 10, series of 2021, the results show that engineering, IT education, and business degrees significantly aligned with the digital economy, in-demand employment, and rising industries. Nonetheless, there are gaps where specific jobs tangentially align with the initiatives that CHED prioritizes. This paper offers suggestions on how to better align academic programs with the changing needs of the labor market.Item Cecid fly defect detection in mangoes using object detection frameworks(Springer Science and Business Media Deutschland GmbH, 2021) Baculo, Maria Jeseca C. an; Ruiz, Conrado; Aran, OyaMango export has experienced rapid growth in global trade over the past few years, however, they are susceptible to surface defects that can affect their market value. This paper investigates the automated detection of a mango defect caused by cecid flies, which can affect a significant portion of the production yield. Object detection frameworks using CNN were used to localize and detect multiple defects present in a single mango image. This paper also proposes modified versions of R-CNN and FR-CNN replacing its region search algorithms with segmentation-based region extraction. A dataset consisting of 1329 cecid fly surface blemishes was used to train the object detection models. The results of the experiments show comparable performance between the modified and existing state-of-the-art object detection frameworks. Results show that Faster R-CNN achieved the highest average precision of 0.901 at aP50 while the Modified FR-CNN has the highest average precision of 0.723 at aP75.Item Citizenship education in the K to 12 Junior high school economics curriculum in the Philippines: a content analysis(SAGE Publications Inc., 2022) Dizon, Arnie G.This study describes the integration of citizenship education into the K to 12 Junior High School Economics curriculum in the Philippines. Content analysis of the 2016 Curriculum Guide Learning Competencies (CGLCs) and 2020 Most Essential Learning Competencies (MELCs) for Social Studies was conducted to determine the alignment of the Economics curriculum with liberal individualist and civic republican conceptions of citizenship. Gaps that need to be addressed in the alignment of Economics learning competencies with citizenship education were explicated. Results of the study show that the Junior High School Economics curriculum integrates liberal individualist and civic republican conceptions of citizenship. However, civic-oriented outcomes like wastong pagbabayad ng buwis (correct payment of taxes) and bayanihan spirit (communal unity) need to be explicitly stated to ensure that these essential outcomes will not be missed out in the unpacking of the learning competencies.Item City profile:(Cities, 2013-02) Estoque, Ronald C.; Murayama, YujiBaguio, planned as a convalescent-cum-recreational center and a highland refuge by American colonizers, has evolved into a highly-urbanized regional center. The availability of essential urban services and facilities has helped transform the settlement into the summer capital of the country, a major educational and tourist center, the seat of the regional government and, in recent years, an emerging industrial and health service center north of Metro Manila. Congestion arising from rapid population growth and uncontrolled urban expansion are exerting pressure on the city's amenities, resources and the natural environment. This profile traces the city's evolution as a hill station to a highly urbanized regional center, and discusses and analyses its plans for future development. It aims to establish the prognosis and risk factors associated with VAP morbidity and mortality and compare clinical and economic outcomes between patients with and without VAP. The planned review will search major databases, assess eligible prognostic studies, evaluate risk of bias, and pool outcomes through meta-analysis.
