    Implementation of republic act 9003 in Poblacion, Cervantes, Ilocos Sur: input action plan

    This study determined the level of implementation of Republic Act 9003 or the Ecological Waste Management Act of 2000 in the problem barangays of Cervantes, Ilocos Sur during the calendar year 2012. Specifically, it determined the profile of the respondents in terms of age, sex, civil status, educational attainment and monthly income : the level of awareness of the respondents and the level of effectiveness in the implementation of R.A 9003 in terms of waste avoidance and reduction, segregation at source, recycling, reuse , composting, disposal, reinforcement and responsibility of LGU and monitoring and evaluation of the LGU: the significant relationship between and among the profile of the respondents , their level of awareness and the level of implementation of RA 9003: the strengths and weaknesses in the implementation of RA 9003: the problem encountered in the implementation of RA 9003; and the action plan to be formulated to address the problems encountered in the effective implementation of RA 9003 in the poblacion barangays of Cervantes, Ilocos Sur. There were 166 respondents: 16 internal and 150 external respondents who gave their awareness and perception in the implementation of RA 9003 in the municipality of Cervantes. The study employed the descriptive method of research with the questionnaire-checklist adopted from the study of Lamadrid (2007) as the main data gathering tool. The data gathered were tabulated and analyzed through the use of frequency count and percentage, average, mean and person product moment correlation. It was found out that majority of the respondents were female, aged 21-40 years, married, college graduates and earn a monthly income of Php 5,000.00 and below. The perceived level of awareness of the respondents and the perceived level of effectiveness in the implementation of RA 9003 in the poblacion barangays of Cervantes, Ilocos Sur are high. Most of the profile indicators of the respondents are significantly correlated to the level of awareness and level of effectiveness in the implementation of RA 9003 in the poblacion barangays of Cervantes, Ilocos Sur. Reuse and composting indicators are the strengths in the implementation of RA 9003 while the provision of properly trained officials and workers to handle disposal is its weakness. The serious problems encountered in the implementation in the implementation of RA 9003 in the poblacion barangays of cervantes, Ilocos Sur include: lacks of funds to finance the salary of workers, to purchase other related materials and supplies and to purchase vehicle for garbage collection; the dumpsite has no compliance certificate from the DENR ; and the non-implementation of municipal ordinances on waste segregation, on schedule of garbage collection, on fines and penalties and on the use of indigenous materials. A three-year action plan has been formulated to address the problems encountered in the effective implementation of RA 9003
