Abstract
The study aimed to create a Five-Year Community Empowerment Development Plan for the homeowners of Government-Assisted Housing Projects in the Province of Ilocos Sur toward inclusive, safe, resilient, and sustainable human settlements. A descriptive method of research was used in the study. Statistical tools used were frequency counts, percentages , 5-point Likert scale and weighted means. The study focused on the Core Shelter Assistance Project beneficiaries from the Municipalities of Caoayan and Santa and from Vigan City in the Province of Ilocos Sur. Purposive sampling was used to select target respondents. The study showed that homeowners display a moderate level of knowledge on inclusivity, high levels of knowledge in safety and security, and resiliency, and a moderate level of knowledge in sustainability. Their attitudes generally agree on indicators related to inclusivity, safety and security but appear undecided on indicators of resiliency and sustainability. Similarly, their practices are moderate in inclusivity, security and safety, resiliency, and sustainability. The topmost problems encountered by homeowners include accessibility issues for inclusivity, non-issuance of certificates of occupancy for safety and security, economic challenges for resiliency, and hesitation in accessing social protection programs and services for sustainability. The study concludes with recommendations on effectively implementing the five-year community empowerment development plan to engage homeowners in decision-making processes, fostering a sense of ownership, resilience, and collaboration within the community. These steps lead to the empowerment of homeowners in creating livable and sustainable communities.
