Special Education in the Philippines has caught the attention of society. This study determined the incidence of children with special needs in the municipality of Agoo, La Union to establish a Municipal Special Education (SPED) Program. The study found out that there are 115 multi-aged SPED children, manifesting various types of exceptionality like autism, intellectual disability, etc. in the different barangays. Different assessment procedures were conducted to determine the children with special needs. These children were either in special school, regular school, serviced at home or out of school. Very few of the parents of the exceptional children are either college or vocational graduates. The three SPED teacher-respondents are BEE graduates with special training in SPED that includes creative story-telling, inclusive education, special teaching strategies etc. They are relatively young ranging from 28-35 years old.
