Abstract
The study determined the information and technology needs of farmers in the information and technology in Agoo, La Union. Results are inputs to the information and technology development plan. Specifically, it worked on research problems: the socio-economic profile of the respondents as to age, sex, educational attainment, farm size, experience in farming, monthly income, their degree of engagement as to their type of farming; the status of planned program as rated by the respondents in terms of adequacy, appropriateness and responsiveness; the status of implementation of the planned MITS program in terms of efficiency and effectiveness along mission, goals and objectives, approaches and strategies and financing; and the degree of effectiveness of the different information and technology to end-users.
The study tested the null hypothesis that there were no significant differences between the planned MITS programs and its implementation variables as to: efficiency and effectiveness and that there were no significant correlation among the MITS plan variables namely: adequacy, appropriateness and responsiveness.
The study used the non-experimental descriptive evaluation research design using the input-process-output model. The questionnaire was used as the data-gathering tool. A sample of 340 was chosen from a population of 2,130 farmers using the stratified proportionate random sampling. The data gathered were classified, tallied and tabulated and subjected to statistical tests. Frequency counts; percentages and weighted means were used to quantify the data. To test the hypotheses, the t-test and the Pearson r Moment of Correlation were computed at .05 level of significance using the Microstat computer program.
From the sampling made, most of the respondents were male at an average age of 49; and majorities of them were high school graduates with 29.63 percent among the 11 to 20 years of farming experiences. Generally, the farmers had below one-hectare farmland with an average monthly income of PhP 3,016.71. They were engaged in other employment aside from farming such as driving/operating jeep/bus/tricycle; in animal and fishery production however, there was higher engagement in crop production.
The status of MIT services program was perceived to be high by the respondents planned and implemented. Implementation, on the other hand, was rated to be highly efficient and highly effective as to the MITS program’s mission, goals and objectives, approaches and strategies and financing. Meanwhile, the MITS program was moderate in terms of adequacy, appropriateness and responsiveness to the respondents farming commodity such as grains, vegetables, and fruit trees among others.
On the other hand, training/seminar, radio, field/techno demonstration and field days were rated “effective” while leaflets/techno guides were “highly effective” in the delivery or transfer of technology.
The MITS program was significantly different as planned and implemented as per result of the t-test.
Correlation among MITS program's adequacy, appropriateness and responsiveness to farming commodities were found to be evident based on the results of the Pearson r Moment of correlation test set at .05 level of significance.
Based on the findings and conclusions, the researcher recommends the following:
1. Planning should be participative. This is to involve and participated in by various farmers groups/ associations as well as the municipal planning team. Implementation should be strengthened through monitoring and evaluation.
2. The contact or visibility of change agents to farmers should be more frequent and intensified.
3. Information on technologies must be fully spearheaded as a vital component of development. Thus, the plan must evolve workable and realistic targets.
4. In conducting a NFE, value formation should also consider to eliminate if not all, the negative attitude of farmers to adopt changes/innovations. The findings that the leaflets/ techno guides were very effective, these must be sustained and be strengthened and broaden in a wider scale. Likewise, the language must be within the understanding level and grasp of the end users.
5. All channels of communications should be employed for a wider reach to the end-users. Integrated information technology services should use networking involving line agencies.
6. Funds for communication activities must be established including travel expenses, operational expenses and vehicles of the extension agents must be also considered.
7. Allocation of budget in the agriculture sector aside from personal and MOOE in the municipal and barangay levels must not stop in the Municipal Agricultural Development Plan. Budget must be carried over in the implementation phase.
8. Barangay officials may serve as channels of information and technology as opinion leaders; they can advocate, promote and influence farmers to implement of the municipal information and technology services and programs of the agricultural development plan.
9. A similar study be replicated in other municipalities of the province. This is to explore the problems and needs of farmers in the transfer of technology, the factors influencing farmers’ adoption of technology. Thus, a common MITS program plan for the province be evolved and implemented.
