Abstract
This study aimed to develop BRIDGE: Barangay IV Resource Information and Digital Governance Engine, a web-based system designed to enhance administrative efficiency and support digital governance in Barangay IV, San Fernando City, La Union. It specifically sought to identify challenges in data management and spatial mapping, develop the system using the Rapid Application Development methodology, and assess its usability through the USE Questionnaire. Needs assessment results showed continued dependence on manual and semi-digital processes that produced fragmented records, slow retrieval, and limited mapping functions. The RAD approach supported iterative prototyping and refinement of modules for resident profiling, certificate generation, online requests, account verification, and geospatial visualization based on stakeholder input. System evaluation indicated high acceptability in usefulness, ease of use, ease of learning, and satisfaction, with all categories rated from "Acceptable” to "Perfectly Acceptable.” These results confirmed the system’s value for barangay operations and its potential for broader local adoption.
