Abstract
This study determined the administrative practices of Principals in the public secondary schools of the second District of La Union as basis for designing a Capability Building Program for administrators. Specifically, it described the profile and administrative practices of the principal-respondents along leadership, management, supervision, performance in school evaluation program and performance of school services. Employing the descriptive research using a questionnaire, data were collected from 17 principals and 97 teachers in the locale of the study. To analyze data, t-test and Pearson Product Moment Correlation Coefficient were used. Both tests were set at 0.05 level of significance. Secondary school principals in the Second District of La Union are generally female in gender, in their prime ages in the profession; generally married/with families of their own. Professionally, they are aware and are fully motivated to grow as they sought advance studies and/or even finished MA/MS, likewise, Ph.D./Ed.Ds; are exposed to seminars, trainings, either local, national and even international settings; and have been in the position for almost decades to count. The principals practice “participative leadership®, and observe certain management styles. They are “people - centered but their teachers consider them “result/output/task oriented”. Meanwhile, both reveal that on method of supervision, group interaction/participation is observed. School evaluation programs and school services are viewed by the respondents to be within and above the satisfactory levels. Administrative practices and performance on school programs and school services are delivered independently of each other.
