Abstract
The primary aim of this study is to develop a proposed capacity development program that responds to the capability building needs of the barangay officials of the
City of Urdaneta, Pangasinan in three major areas namely: 1) governance, 2) administration, and 3) economic development. One hundred fifty barangay officials served as respondents. The findings of the study may promise some implications and directions for future capacity development programs that may be conducted to help barangays achieve improved performance in barangay governance, administration and economic development; and thereby contribute towards attaining inclusive growth and development as envisioned by the current president of the Republic through the Philippine Medium-Term Development Plan 2010-2016.
