This study evaluated the extent of collaboration between the Local Government Unit (LGU) of Mangaldan and local Non-Government Organizations (NGOs)-specifically the Rotary Club of Mangaldan, Knights of Columbus, and Stimulation and Therapeutic Activity for Children (STAC)-in delivering municipal health care services. Using a mix of descriptive statistics (frequency counts, percentages, and weighted means) alongside Analysis of Variance (ANOVA) at a .05 significance level, the study gathered data from LGU officials, health workers, NGO members, and healthcare clients to assess institutional profiles, administrative stages, and program execution. The findings revealed high levels of both collaboration and program delivery for the Women’s Health and Safe Motherhood Program and the Garantisadong Pambata Program, whereas the STAC program performed at an average level across both metrics. Across administrative stages, collaboration between the LGU and NGOs was moderate during the planning and implementation phases, but reached an extensive level during actual health service delivery and evaluation. Furthermore, while respondent groups differed significantly in their ratings of the Women's Health and Garantisadong Pambata programs, their perceptions of the STAC program showed no significant variance. Importantly, no significant difference was found between LGU and NGO perceptions regarding the extent of collaboration during planning, implementation, and evaluation. In conclusion, the study demonstrates that local health partnerships in Mangaldan are active and effective. Joint efforts between the municipal government and local NGOs are clearly evident, establishing a strong collaborative foundation across all stages of health program management and delivery.
