Abstract
This study aimed to determine the level of capabilities of the non-teaching staff of the Department of Education – La Union Schools Division as a basis in the formulation of a proposed training design. Specifically, it determined the: (a) profile of the respondents in terms of job function, employment status, highest educational attainment, length of service at the Department of Education and the number of training hours attended in a year; (b) level of capabilities of the non-teaching staff along the areas of basic skills composed of communication skill, writing skill, records management skill and computer skill; and behavioral skills composed of self-management, professionalism and ethics, results focus,
teamwork, service orientation, innovation and work values; (c) capabilities and constraints of the respondents along basic and behavioral skills; (d) significant difference in the level of capabilities according to profile variables; (e) significant difference on the basic and behavioral skills of the non-teaching staff as perceived by themselves and the middle manager; and (f) formulated and validated training design for the non-teaching staff of the Department of Education - La Union Schools Division. The descriptive research design was used in the study through the use of questionnaire. Frequency counts, percentages, mean values, analysis of variance and t-
test, were used in the analysis of data. All indicators were considered as constraints and were included in the proposed training design.
