Abstract
Under PD 474 and RA 9295, MARINA (Maritime Industry Authority) is mandated to provide effective sea linkages between islands and regions in the country. The agency thereby supports the national Government's Nautical Highway Development Program by updating and upgrading the current domestic merchant fleet, establishing new shipping lanes, and encouraging private sector involvement in developing and operating domestic shipping facilities. In this regard, the 10-year Maritime Industry Development Plan (MIDP) was officially launched. Under the program, MARINA has released MARINA Circular No. 2016-02 (MC-2016-02), which is about the phase-out of wooden-hulled ships carrying passengers in domestic shipping. As a Naval Architect, I can propose an economically viable and environmentally safe scale model passenger cargo for Cagayan. This model is an ideal boat concept that can be used for passenger ships to carry Cagayan residents safely and reliably. This research will assist MARINA in choosing the best course of action to forward their modernization initiatives while considering the welfare of the people of Cagayan.
