Abstract
The study developed the Sangguniang Kabataan Federation Electronic Bulletin of San Fernando City (SKF eBulletin). It specifically addressed the following objectives: Determined the ICT profile of the SK Federation of San Fernando City in terms of hardware, software, peopleware, and network; Determined the status of the existing communication process of SK Federation in terms of performance, information, economy, control, efficiency, service; Developed an Electronic Bulletin for the SK Federation of San Fernando City using RAD; and Determined the level of usability of the SKF eBulletin using WAMMI in terms of attractiveness, control, efficiency, helpfulness, and learnability. The study is a descriptive and developmental type of research with survey checklist, survey questionnaire and documentary analysis as the main tools in data gathering. A total of 61 respondents were involved in the study from the SK Federation of San Fernando City, La Union. Data gathered were quantified and analyzed with the use of mean and grand mean. Findings of the study revealed that the SK Federation of San Fernando City has competent and computer- literate personnel and is equipped with all the necessary computer devices which has network capability that can support online communication, the status of the existing communication process of the SK Federation of San Fernando City is a constraint proven by the grand mean of 1.93 and is described as "Disagree" and interpreted as a "Constraint" as perceived by the respondents in terms of their current communications' performance, information, control, efficiency, and service, through Rapid Application Development Method, the researchers were able to develop the SKF eBulletin which was coded using PHP scripts and utilizes MySQL for the database, the determined level of usability of the developed SKF eBulletin obtained a grand mean of 3.82 described as "Disagree" and interpreted as “Usable” as evaluated and perceived by the respondents in terms of the SKF eBulletins' attractiveness, control, efficiency, helpfulness, and learnability. Therefore, the results proved that the website was developed with the necessary and appropriate features and that the SKF eBulletin is adaptable for use.
