Abstract
The digital technologies significantly influenced and reshaped the digital literacy of barangay officials in District 1, La Union. The availability of ICT resources was assessed, the digital literacy levels of 157 barangay secretaries were evaluated across six areas, and the digital challenges faced were identified. The findings showed barangays had laptops and office software, but there were still problems like slow internet access and no external storage. The digital literacy levels of the respondents were from "Competent" to "Proficient." A training program was then created based on the results, with the "novice to proficient" range being the primary basis of the program's development. The study points to the fact that the granting of the proper digital skills to the barangay secretaries is the main factor to raise the standard of public service delivery, transparency, and support inclusive governance in the national and global digital transformation goals.
