Improving digital governance efficiency prompted the assessment of a Document Management System (DMS) implemented in the Municipality of Bauang, La Union. This research evaluated the DMS's usability using the System Usability Scale (SUS) and its quality through the Usefulness, Satisfaction, and Ease of Use (USE) Questionnaire, focusing on usefulness, ease of use, ease of learning, and user satisfaction. A descriptive quantitative method was employed, involving 30 respondents selected from various municipal offices, with data analyzed using frequency counts, percentages, and medians. Findings revealed that both end users and administrators found the system generally easy to use and beneficial for daily tasks, though moderate confidence and limited regular usage were observed. Key challenges included low system engagement, inconsistent feature integration, and onboarding gaps. Results aligned with the conclusion that while the DMS meets usability standards, improvements in user training, interface design, and system integration are necessary to ensure broader adoption, enhance user confidence, and support long-term municipal digitalization efforts.
