dc.description.abstractThis study evaluated San Fernando City’s Disaster Risk Reduction and Management Plan (DRRMP) against the RA 10121, identifying a solid foundation in prevention, preparedness, response, and recovery. While the city demonstrates success in capacity building, early warning systems, and risk assessments, critical barriers persist. Content analysis and interviews with DRRM officers reveal that limited technical expertise, financial constraints, and inconsistent coordination hinder effective implementation. Data integration and disparities in community behavior continue to be major obstacles. The results demonstrated that a shift toward more flexible, and collaborative approaches are required to promote a long-term resilience against climate-related calamities. To guarantee that the city's disaster governance is not only compliant on paper but also realistic and responsive to the changing dangers of a coastal urban environment, these resources and coordination deficiencies must be addressed.
