Abstract
Poor writing skills may originate from two factors: the teacher and the learner. This study sought answers to the following: the level of purposive writing competence of the ABEL students of DMMMSU-MLUC along rhetorical concerns, rhetorical structures, and conventions; the significant difference on the level of purposive writing competence of the ABEL students when grouped as to year level and; the strengths and weaknesses of the ABEL students in purposive writing. Moreover, the study made use of the descriptive-evaluative-survey method in which an essay prompt and a grading rubric were used as tools in determining the writing competence of the students. The researchers found out that the ABEL students are labeled to be not competent on purposive writing along rhetorical concerns, rhetorical structures, and conventions. They are exposed to major problem in writing communication, despite being enrolled in the English Language Program. Therefore, writing is still a problem.
