Abstract
Titis project aimed to develop the National Police Commission Regional Office I Web Portal. Specificalhj, it answered the following objectives: determined the profile of ICT resources of the NAPOLCOM Regional Office I in terms of its hardware, software, peopleware, and network; developed a Web Portal for the Department of NAPOLCOM. Regional Office I and determined the usability of the developed web portal in terms of navigation, functionality, control, language, feedback, consistency, error prevention and correction, and visual clarity. The project used descriptive and applied type of research methods. The Rapid Unified Process model was used in the development of the portal; data collection zoas collated through a survey questionnaire, administered to 120 respondents zvere identified the NAPOLCOM Regional Office I Web Portal procedures and the level of usability of the developed system. To quantify the results, the researchers made use of mean. Results zvere interpreted using the Likert Scale. Findings of the study revealed that in terms of ICT resources, NAPOLCOM Regional Office I had sufficient hardzvare and softzoare, but zveak in manpozoer resources. The zveb portal runs in a Windozos platform and zoas developed zvith the integration of PHP- Hypertext Pre-processor, HTML, CSS, JAVA scripts, and MySQL as its database. The system is usable as to the level of usability in terms of navigation, functionality, control, language, feedback, consistency, error and prevention and znsual clarity. The conclusions drazvn are the follozving: the ICT resources necessary for the development of Web Portal zvere sufficient, azmilable and can support the dezāelopment and implementation of the developed zveb portal; RUP is an effective tool in the development of the WP. The programming languages and database platform used zvas effective in the completion of the different contents and functionalities of the developed zveb portal; and the developed zveb portal zvas usable.
