Abstract
The adoption of flexible learning among Higher Education Institutions rapidly increased amidst the COVID-19 pandemic. This study aimed to evaluate the perspectives of HEIs BSOA Instructors and Students in the City of San Fernando, La Union on Flexible Learning in the Time of Covid-19 Pandemic. Data were gathered from 275 BSOA students and 13 BSOA instructors from the academic year of 2021-2022 using a validated questionnaire and were analyzed using frequencies, percentages, chi-square tests, ANOVA and point-biserial correlations. Findings revealed that majority of the respondents were well-equipped during the new mode of learning, however students perceived that flexible learning was not effective due to unstable internet connectivity. Moreover, the profile of respondents and level of readiness vary across different categories. However, there is no difference as to level of effectiveness in flexible learning was observed.
