This study focused on the development of a Visitor Tracking System for Police Regional Office 1. Specifically, it aimed to identify the organizational and visitor profile of Police Regional Office 1; identify the policies and procedures implemented in the Police Regional Office 1; develop the Police Regional Office I Visitor Tracking System using Unified Process; and, assess the level of usability of Police Regional Office 1 Visitor Tracking System in terms of efficiency, affect, helpfulness, control, learnability. This study used descriptive and developmental research design and utilized Unified Process as its methodology in the development of the system. Documentary analysis was used to identify the organizational and visitor profile of Police Regional Office 1 and to identify the policies and procedure implemented in Police Regional Office 1 and survey checklist was used to determine the usability of the developed system using SUMI. All data gathered were quantified and analyzed with the use of frequency count and mean. Findings showed that at present, the organizational profile of the Police Regional Office 1 has several offices that manage the daily operation of the organization which are all located at different level; the visitor's profile is recorded manually in a log book; policies and procedures in relation to visitors of Police Regional Office 1 include entrance, clearance, vehicle registration and time of visit. A visitor must present his identification details to confirm his entrance to the regional police camp; the development of the system was guided by the Unified Process methodology which was implemented using Windows platform, the Microsoft Visual Studio 2010 application and MySQL as its back-end application; and the respondents agreed that the developed system was usable with a grand mean of 4.01 which was taken based from the Software Usability Measurement Inventory. Based on the findings, the following conclusions were drawn: since the Police Regional Office 1 houses several units, it is therefore important to keep their operations as smoothly as possible and keep them work harmoniously; policies and procedures of the Police Regional Office 1 are strictly followed and obeyed since they record the visitors entering and leaving the organization; in developing a system, using methodologies such as unified process is helpful since it guided the researchers in the developing of the Police Regional Office 1 Visitor Tracking System; and the respondents agreed that the Police Regional Office 1 Visitor Tracking System is usable then it can be deployed to the organization.
