dc.description.abstractThis study probed in Commission on Human Rights Regional Office 1 (CHR RO1) specially, in the assessment of its existing ICT Profile in terms of its hardware, software, people ware, and budget resources; the procedures in CHR RO1 along with its Performance, Information, Efficiency, Control, Economics, Services was also identified, and tested the level of acceptability of the developed "Commission Human Rights Regional Office 1 (CHR RO1) Web Portal". The methods used in the study were descriptive and development type of study, RAD model was implemented in the software development. Sets of survey checklist were the tool used to collect data from the organization. To quantify the results, the researchers made used of the computerized mean. Findings were as follows: in terms of its ICT Profile, the CHR RO1 has enough hardware present, sufficient software, weak peopleware and enough budget. As to its existing system, the result was strongly agree and is interpreted to be constraints. CHR RO1 Web Portal runs in Windows platform and was developed using PHP Hypertext Protocol, HTML, CSS, JAVA script, AJAX and MySQL as the database. The system is highly acceptable as to the level of acceptability of the system. The conclusions were: The ICT Profile of CHR RO1 is sufficient and is able to meet the minimum requirements in the development of the system, thus it meets the functional requirement identified. However, there is lack of manpower to manage the system; the existing systems procedures along information management system were not efficient and effective; the web portal was developed using RAD Model along with basic PHP, HTML, CSS, JAVA script, AJAX, and MySQL as the database, platform best fit to run the system and its performance, use and services. The developed system was found to be highly acceptable in terms of language, error prevention and correction and visual clarity.
