To address the high cost of doing business in the country, the government launched a nationwide Streamlining of Business Permits and Licenses System (BPLS) Program, This study validated the program among registered businesses in the fourth class municipalities of La Union in terms of the LGU compliance to business permitting procedures, positive reforms on business permit application, satisfaction level of businesses, and the problems encountered in obtaining permit requirements. Data were gathered from 323 businesses owners/managers using a questionnaire and analyzed through frequency, percentages and median. The findings revealed that the LGUs complied with almost all of the BPLS standards and implemented reforms such as Business One-Stop Shop and Conduct of Joint Inspection Team. Respondents businesses are highly satisfied with the business permitting procedures and services despite encountering a few problems in obtaining permit requirements.
