Academic performance of the Bachelor of Public Administration in Don Mariano Marcos Memorial State University, Mid La Union Campus

Academic performance is important for it is one key determinant of future success. This study aimed to determine the academic performance of BPA students in DMMMSU MLUC. The data-were collected from the 71 third year students through documentary analysis. Findings revealed that BPA students vary in their proficiency in the OLSAT College Admission Test. As to General Education courses, the students had obtained the highest GPA in GEMC 101a while as to Professional Core courses, they had the highest GPAinPADM110.AlongtheSpecialCore courses, students had gained the highest GPA in PASC 102whilealongthe Elective courses, they had obtained the highest GPA in ELEC 113. The acquired overall GPA rating of the respondents among the mentioned courses was satisfactory. It was proven that the OLSAT College Admission Test and the academic performance of the Public Administration students are not correlated.

Digitalization in the municipalities involves adopting digital technologies to improve local government services and operations. The main objective of this study was to determine the relationship between the level of implementation of digitalization and level of government service delivery efficiency of Fourth-Class Municipalities of La Union. The participants were ninety-five (95) department heads of Fourth-class municipalities of La Union. Descriptive-quantitative research design was utilized. Respondents’ data were analyzed using median, mean and Spearman rho correlation in Excel and Jamovi. Findings showed that the fourth-class municipalities of La Union had good level of implementation of digitalization and high level of government service delivery. This demonstrated that there was no significant relationship between the level of implementation of digitalization and level of government service delivery efficiency. Municipalities were challenged with significant infrastructural challenges, including inadequate internet connectivity and outdated technological frameworks.
African Swine Fever:

The outbreak of African Swine Fever poses significant financial challenges for industries associated with swine farming. Among these, the swine feed industry has been particularly affected. This study examines swine feed sellers' financial implications and strategies in Luna, Bangar, and Sudipen, La Union. Data were gathered from 23 local swine feed sellers and interpreted using frequency counts and percentages, ratios, and point biserial correlation. Findings showed that swine feed businesses face financial implications on their profitability, liquidity, and stability and implemented strategies, specifically revenue generation, product expansion, and cost-cutting. Further, these swine feed businesses experienced fluctuations in their financial performance from 2019 to 2023. Overall, the study revealed a significant relationship between financial implications and specific strategies for swine feed businesses in the municipalities of Luna, Bangar, Sudipen, and La Union.
Assessment of employment opportunities for senior high school graduates in the City of San Fernando, La Union

In today's dynamic and competitive job market, the transition from senior high school to the workforce presents both opportunities and challenges to assess the employment opportunities the for graduates. This study aims for senior high school graduates in the City of San Fernando, La Union, by examining the profile of industries, available job positions. and preferred 2lst-century skills required by employers. This study employed a researcher-designed survey within a quantitative descriptive research design. Data were gathered from 343 registered micro-enterprises in the City of San Fernando, La Union, using frequency, percentage, and median. The study reveals that micro-enterprises in the City of San Fernando, La Union, primarily offer low-skill service jobs. However, the findings also highlight that 21st-century skills are vital for enhancing the employability of Senior High School Graduates.

Student Affairs and Services in higher education institutions contribute to the quality of students' learning experiences and their holistic student development. Studies in Student Affairs and Services programs are crucial for understanding the consistencies and inconsistencies in the delivery of services to students. This study determined the extent of awareness and level of satisfaction of hospitality management (HM) students with the student affairs and services of DMMMSU-MLUC for the school year 2021—2022. This study used a descriptive research design, utilizing the survey questionnaire to gather data among 320 respondents among first to third-year HM students. A quantitative approach was used to measure awareness and satisfaction. The five-point scale was used to interpret the data gathered. The study found out that the students were much aware and much satisfied with the delivery of Student Affairs and Services in terms of student welfare, student development, and institutional student programs and services.
Awareness of DMMMSU students on gender-based sexual harassment

Sexual harassment is a worldwide problem with far-reaching implications for people, groups, and entire organizations. This study looked at the respondents' profile, their status of awareness of Gender-Based Sexual Harassment, and significant difference in their awareness when grouped according to profile. The study was conducted on three of Don Mariano Marcos Memorial State University's campuses through a researcher-made test questionnaire administered to 583 undergraduate students Academic Year 2023-2024. The data were analyzed using frequency and percentage and chi-square. The findings show that almost all of the respondents are young adults, a great majority of whom are females who are mostly heterosexual and cisgender, and a great majority express themselves as feminine. Most DMMMSU students are aware on Gender Based Sexual Harassment Concepts and Terms, Gender-Based Streets and Public Spaces Sexual Harassment and Gender-Based Online Sexual Harassment. There is a significant difference in the awareness of DMMMSU Students when they are grouped according to their age, sex at birth, gender identity, and gender expression. On the other hand, there is no significant difference in their awareness when grouped according to sexual orientation. Based on the findings, an IEC Material was formulated to strengthen the awareness of students on Gender-Based Sexual Harassment.
Awareness, access, and satisfaction on Public Employment Service Office (PESO) services in the first- class Municipalities of District I in La Union

This study presents the awareness, access, and satisfaction of PESO Services in the First-Class Municipalities of District I in La Union. It sought to determine the demographic profile of the respondents and assess the awareness, access, and the level of satisfaction on PESO Services. The study utilized descriptive research design and stratified random sampling with 376 respondents. Using frequency counts and percentage the study revealed a great majority of respondents were 15-39 years old, half were male and female, majority were married, many were high school graduate, many were unemployed, and half of those employed earned 13,000 pesos. While most respondents were aware of PESO services, actual access to the program remained limited. Further, those who accessed the services reported satisfied as described using median. Statistical tests showed significant differences in awareness, access, and satisfaction when grouped according to demographic profiles such as age, sex, civil status, educational attainment, employment status and salary rate. The results will help guide local government units and PESO staff in refining labor programs to meet the needs of various community sectors effectively.

This study presents the awareness, access, and satisfaction on Public Employment Service Office (PESO) services in the Fourth-Class Municipalities of La Union. It determined the respondent’s profile, awareness, access, and level of satisfaction on PESO services. The profile, awareness, and access of the respondents was analyzed using frequency counts and percentages. To determine the level of satisfaction, median was used. Findings revealed that the residents were composed of 15-39 years old, dominated by male, majority were married, many were high school graduates, great majority were unemployed, many were employed, and many of them received a salary rate below 13,000 pesos. Respondents were aware of the services offered by PESO. Access to services was lower than the awareness of the respondents. Satisfaction in all services yielded a median score of 5, interpreted as very satisfied. Significant differences in awareness, access and satisfaction with PESO services were found across various profile variables. The results may serve as a guide for local government units and PESO personnel in enhancing and aligning employment programs to more effectively address the needs of different sectors within the community.

The study presents the awareness, access, and satisfaction with PESO Services in the Third Class Municipalities of La Union, analyzing demographic differences and providing insights to improve local employment programs. It considered factors such as age, sex, civil status, educational attainment, employment status, and salary rate, and examined variations across major programs, including Job Fairs, Livelihood Bazaars, GIP, SPESOS, Recruitment Activities, and TUPAD. A descriptive cross-sectional survey of 363 stratified, randomly selected respondents was used, employing validated questionnaires and nonparametric analyses to identify demographic differences. Using frequency counts and percentages, the study found that half of the respondents were 15–34 years old, the majority were male, the majority were married, many were high school graduates, a great majority were unemployed, and a great majority of employed respondents earned below 13,000 pesos. Most were aware of PESO services, but access to the program remained limited. However, those who accessed the services expressed satisfaction based on median scores. Statistical test revealed significant differences in awareness, access, and satisfaction by age, sex, educational attainment, employment status, and income, highlighting the need for targeted promotion to increase utilization and enhance service outcomes. The results can support the development of targeted interventions and more efficient employment programs that better address the needs of rural communities.

This study assessed the awareness, access, and satisfaction of residents within the Central Business District of San Fernando City, La Union, regarding the services provided by the Public Employment Service Office (PESO). The results show a high level of awareness among respondents, particularly toward major programs such as Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) and Job Fairs, which were the most recognized and utilized services. In contrast, awareness and access to livelihood and self-employment bazaars, including the Special Program for Employment of Students and Out-of-School Youth (SPESOS) and Government Internship Program (GIP), were comparatively lower. The respondents show a high level of satisfaction across all PESO services, with Job Fairs, GIP, and SPESOS receiving “Very Satisfied” ratings, indicating effective implementation and positive client experiences. Statistical analyses showed significant differences in awareness, access, and satisfaction when respondents were grouped according to age, educational attainment, civil status, employment status, and salary rate. Younger, single, and more educated respondents exhibited greater awareness of youth-oriented programs, while unemployed individuals and those with lower income were more engaged in employment facilitation and livelihood services.
Bangar solar sea salt project:

The Solar Sea Salt Project is an initiative established to provide sustainable livelihood opportunities, reduce unemployment, alleviate poverty, and contribute to the economic and social development of Bangar, La Union, particularly benefiting its residents. The project aligns with the municipality’s vision of fostering self-reliant and progressive communities by employing eco-friendly solar salt production techniques, offering an alternative source of income while promoting environmental sustainability. This study examines the project's impact on the lives of its beneficiaries by analyzing its contributions to their socio-economic well-being. Data were collected through surveys involving 95 beneficiaries and 4 implementers and analyzed using frequency and percentage, complemented by a review of relevant documents. Results reveal that the project has improved the livelihood and economic stability of beneficiaries. However, certain challenges, such as limited access to production technology and the effects of climate variability, were identified. To address these issues, a policy brief was developed to ensure the sustainability and long-term effectiveness of the project.

This study examined the legislative capabilities and performance of the Sangguniang Barangay (barangay councils) in Bacnotan, La Union, focusing on their ordinance- and resolution-making functions under the Local Government Code of 1991.Using a descriptive quantitative research design, data were collected through surveys, documentary analysis, and informal interviews with Punong Barangays, Barangay Kagawads, and SK Chairpersons from all 47 barangays via total enumeration. Key findings showed that Sangguniang Barangay members had a moderate level of legislative capability in drafting and technical aspects, with Punong Barangays and Kagawads scoring higher in procedural knowledge than SK Chairpersons. Most barangays showed high effectiveness in enacting ordinances, though resolution adoption rates varied. Legislative measures largely centered on economic development and public order. Challenges encountered included limited access to computers and internet, insufficient technical skills, and inadequate budget support. The study recommended capacity-building strategies such as targeted training, improved digital resource access, and enhanced technical assistance from the municipal government to strengthen barangay legislative performance.

Local legislation is a powerful and vital tool for addressing the problems of the citizens in LGU’s, promotes general welfare and development, and attain the vision of respective LGU’s specifically barangay for its citizen. Members of Legislative bodies must possess the requisite competency to be able to perform their tasks. This study assessed the capabilities, performance, and challenges encountered by the Sangguniang barangay members in the City of San Fernando, La Union. It utilized a modified survey questionnaire in gathering data from the 5 Sangguniang barangay members of each barangay that totals to 295 respondents. The data gathered were analyzed using frequency counts, percentages, median, and chi-square for independence. The findings shows that majority of the Sangguniang Barangay members are first termers and college graduates; and their trainings on local legislation are limited ranging from one to three (1-3). This indicates that they need more trainings pertaining to local legislation especially on their capability on drafting and crafting an ordinances and resolutions. As an output of this study, an extension training program design has been prepared to be used as the basis of the extension program of Bachelor of Public Administration which composed of five (5) modules on which it has four (4) lessons each.
Bauang artificial reef project:

The Artificial Reef Project of Bauang was established as breeding area and an alternative fishing site. It is instrumental in the increase of fish production and other marine resources. This study aimed to describe and analyze the contribution of the Bauang Artificial Reef Project to the lives of fisher folks. Specifically, it sought to understand the project profile, its contribution to the beneficiaries and the initiative of the implementers for the sustainability of the project. This study used a quantitative research design, the researchers also employed survey questionnaires and analyzed data through document review, frequency and percentage. The findings elucidate that the project contributed to the increase of income and economic activities of the fisherfolks. In addition, there are initiatives implemented for the sustainability of the project. Policy options were presented in a policy brief as an output of the study.

The sugarcane industry stands as a cornerstone of economic growth, wielding substantial influence on GDP, employment, and everyday sustenance through sugar production and biofuel contributions. This study endeavors to craft a robust action plan for the North Cluster Planters’ Association of Tarlac, Inc., aimed at enhancing its management systems. Employing a mixed-method research approach, the study utilized interviews, observations, and document review to gather data from various sources. Through Information and SWOT analysis, weaknesses in financial, human resource, operational, and marketing management were analyzed: conflicting audit review, underutilized assets, lack of formal feedback mechanism, and such. To address these challenges, the action plan proposes strategies such as thorough financial reviews, adaptation of feedback drop box, partnerships with governments, and enhanced promotional strategies. By implementing these strategies, the incorporated association can fortify its operations, foster growth, and better serve its stakeholders in the dynamic sugarcane landscape.

Internship programs in governments have emerged as a significant approach in linking book-knowledge and real-world experience for students. Such internship programs are available locally and internationally; these helps participants build up their professional competencies. Government Internship Program was established to provide young people, particularly recent graduates and/or students, opportunities and engage them to serve public agencies/entities projects and programs at the national and local level. This study evaluated the effectiveness of Government Internship Programs in San Fernando City, La Union. Using a descriptive quantitative research design, data were obtained from 168 respondents, taken from the GIP participants of City of San Fernando, La Union. Frequency, percentage, and median with Cramer's V and Spearman’s Rho were utilized as statistical tools to interpret and analyze the gathered data. The findings emphasize that the Government Internship Program in the City of San Fernando, La Union, could be enhanced tremendously through program implementation strategies, which are intentionally designed, role appropriate, and revised on a regular basis.
Capital investment and financial performance of boarding houses in San Fernando City, La Union

Boarding houses are businesses engaged in room rentals or residences equipped with appropriate facilities and amenities. This study was conducted to analyze the capital investment and financial performance of boarding houses in San Fernando City, La Union. Data from 47 registered boarding houses were gathered using validated questionnaire and were analyzed using frequency counts, percentage, and financial ratios. Findings revealed that these boarding houses are usually located near a school and hospital/clinic; most of them are sole proprietor who owned the land where the boarding houses were established and are compliant with necessary permits and licenses. Moreover, most of the boarding houses have contingency fund to support their future expenses and have high liquidity, profitability and stability ratios.

Cash budgeting is essential for businesses to forecast cash flows, manage liquidity, allocate resources efficiently, and ensure funds are available for operations, investments, and debt obligations. This study determines the cash budgeting, financial performance, and price volatility of the high-value crop businesses in the City of San Fernando, La Union. A descriptive-correlational research design was utilized, gathered data using researcher-administered survey questionnaires to ascertain cash budgeting practices and financial performance of high-value crop businesses, and documentation on price volatility. Findings revealed that high-value crop businesses in San Fernando, La Union are very profitable and liquid. Most of them are employing essential cash budgeting practices; however, most of their budgeting practices does not affect their financial performance. Prices of highland and lowland vegetables were found to be highly volatile, yet HVC businesses remain profitable and liquid despite this.
Challenges and coping strategies of solo parents in the City of San Fernando, La Union

Solo parenthood is a growing family structure in the Philippines, where solo parents handle both caregiving and breadwinning responsibilities, which affect their wellbeing and their ability to support their children. This study aimed to describe the challenges and coping strategies of registered solo parents in the City of San Fernando, La Union. Specifically, it examined respondents’ profiles regarding the solo-parent category under RA 8972, employment status, and monthly income. It also identified the social, economic, and legal challenges they encounter and the coping strategies they employ. Using a quantitative research design, data were collected from 146 registered solo parents through a structured questionnaire and analyzed using frequency and percentage. Results showed that solo parents experience isolation and loneliness, difficulty managing household expenses, insufficient income, lack of savings to support their family in emergencies and for their child/children's future education, and suffer from debts and difficulty obtaining the Solo Parent ID. To cope, they rely on faith, positive affirmations, avoiding debt, managing their finances carefully, and seeking assistance from the Barangay or the City Social Welfare and Development Office to obtain the Solo Parent ID.
Challenges and financial performance of food stalls in food park businesses in the City of San Fernando, La Union

Since 2015, food parks have been expanding across the Philippines, offering innovative dining experiences to meet evolving consumer demands in the rapidly changing food industry. This study determined the challenges and financial performance of the food stalls in food park businesses in the City of San Fernando, La Union, and examined the relationship between the two. Data were gathered from 35 food park stall owners using frequency counts, percentages, ratios, and point biserial correlation. Findings showed that food park businesses faced challenges in financial, operations, and marketing practices, and despite these challenges, these food stall businesses were liquid and profitable in 2023. Overall, the study revealed that the challenge of setting product prices influences the liquidity of the food stalls in food park businesses. In contrast, the remaining challenges in financial, operations, and marketing practices have little relationship with the business's economic performance.
