The main objective of this study was to determine the relationship between the level of implementation of digitalization and level of government service delivery efficiency of Fourth-Class Municipalities of La Union. The participants were ninety-five (95) department heads of Fourth-class municipalities of La Union. Descriptive-quantitative research design was utilized. Respondents’ data were analyzed using median, mean and Spearman rho correlation in Excel and Jamovi. Findings showed that the fourth-class municipalities of La Union had good level of implementation of digitalization and high level of government service delivery. This demonstrated that there was no significant relationship between the level of implementation of digitalization and level of government service delivery efficiency. The availability of ICT resources was assessed, the digital literacy levels of 157 barangay secretaries were evaluated across six areas, and the digital challenges faced were identified. The findings showed barangays had laptops and office software, but there were still problems like slow internet access and no external storage. The digital literacy levels of the respondents were from "Competent" to "Proficient." A training program was then created based on the results, with the "novice to proficient" range being the primary basis of the program's development. This study assessed the digital literacy of barangay secretaries in the fourth-class municipalities of La Union specifically in Bagulin and Burgos to serve as a foundation for designing a targeted training program. The research focused on three main areas: the availability of ICT resources, the level of barangay secretaries’ digital literacy, and the digital limitations experienced by the barangays. Using descriptive quantitative method, the data were analyzed through frequency, percentage, and median to determine digital competence and resource gaps. Results showed limited access to internet connectivity and updated equipment, yet barangay secretaries displayed “Proficient” to “Competent levels across digital literacy dimensions. These findings suggest that despite infrastructural constraints, the secretaries possess a strong foundation in digital literacy. Computers help organize and store information, allowing people to complete more tasks efficiently. This trend also improves government services, public management, and community involvement at the barangay level worldwide. This study examined the digital literacy of barangays in Second and Third-Class Municipalities of La Union to provide insights for a community extension program. It focused on three key areas: digital availability, levels of digital literacy, and limitation. The study used mode to determine digital skill levels and frequency and percentage to assess ICT availability and limitations. Results revealed that despite facing many digital challenges and limited computer access, these barangays showed good digital skills, rated as Proficient and Competent. This study assessed the usability, quality, and implementation challenges of the Document Management System utilized by the local government unit in the Municipality of Bacnotan, La Union. Using a descriptive research design, data were gathered from 78 respondents across various municipal offices using the System Usability Scale (SUS) and the USE Questionnaire. Findings revealed excellent usability among end users and a perfect rating from the administrator, confirming that the system features highly effective navigation for performing all document-related tasks effortlessly. This research evaluated the DMS's usability using the System Usability Scale (SUS) and its quality through the Usefulness, Satisfaction, and Ease of Use (USE) Questionnaire, focusing on usefulness, ease of use, ease of learning, and user satisfaction. A descriptive quantitative method was employed, involving 30 respondents selected from various municipal offices, with data analyzed using frequency counts, percentages, and medians. Findings revealed that both end users and administrators found the system generally easy to use and beneficial for daily tasks, though moderate confidence and limited regular usage were observed. Key challenges included low system engagement, inconsistent feature integration, and onboarding gaps. Specifically, it delved into the: 1)profile oftherespondents,2)determined the implementation of the various employee development strategies on the campus, namely, advanced studies, enhancement of knowledge and skills development, personality development, professional work ethics, interpersonal relationship and personality development; 3) determined the level of effectiveness of the employee development programs; and 4) determined the degree of seriousness of problems encountered by both groups of respondents as regards the implementation of the employee development programs. Based on the study's findings, the profile of the respondents is varied and the employee program was implemented effectively. The standard for the employment conditions that millennials are looking for may include external factors, such as economic factors and technological factors, or internal factors, such as job satisfaction and career development opportunities. The purpose of this study is to determine the employment conditions of millennials in the District I of Municipal Trial Courts of La Union. To collect the data related to the personal profile, employment profile, and employment conditions of the millennial employees, a survey instrument was administered to the thirty-two (32) millennial employees of the District I Municipal Trial Courts of La Union. Frequency counts, percentages, mean, T-Test, and One-way ANOVA were used for the data analysis. Objective have been very significant since State Universities and Colleges being government regulated schools need to be insightful if their graduates are being employed. This tracer study focused on DMMMSU-MLUC Office Administration graduates, particularly the 174 out of 200 graduates from year 2017 and2018 as respondents. Data were gathered using the CHED GTS questionnaire and disseminated through Facebook messenger. The results were analyzed using frequency and percentages. This tracer study focused on DMMMSU-MLUC Office Administration graduates. It has 166 out of 202 graduates from 2015 and 2016 as respondents. This is a descriptive-survey research wherein the data were gathered using the CHED-GTS questionnaire. The results were analyzed using frequency counts and percentage. Thus, this study on ICT COMPETENCY OF BSOA STUDENTS OF DMMMSU-MLUC was conceptualized to assess the status of competence and significant differences of the respondents and design an intervention program. The study used descriptive statistics to describe the profile and status of ICT competence of the students. The researchers administered the survey instrument by personally conducting hands-on test to the respondents. The finding of the study showed that almost all of the respondents are skilled and knowledgeable in ICT areas. The competence of the respondents in ICT areas denied the concept of significant difference across the respondents' profile. The level of ICT literacy in terms of ICT Basics, Word processing, Spreadsheet and Presentation were determined, the challenges were identified and used as the basis in the training design. In determining the ICT literacy of 183 frontline office staff from the 3rd and 4lh class municipalities of District 1 La Union, Quantitative-descriptive research design was used. The data gathered were analyzed using frequency count and percentage. Findings revealed that the following got an Expert Level of ICT Literacy: Luna, for ICT Basics; San Gabriel and Sudipen, for Word Processing; San Gabriel for Spreadsheet; and San Gabriel, La Union for Presentation. The highest ICT challenges for ICT Basics were: accessing in house or external support as needed; for Word processing, applying automatic formatting; for Spreadsheet, generating formulas using arithmetic and logical; for Presentation, choosing a presentation technique. The study determined the level of ICT literacy of frontline office employees in the 5th class municipalities of District 2 La Union in terms of: ICT basics, word processing, spreadsheet and presentation; challenges faced by the respondents; and formulation of intervention program. Quantitative-descriptive type of research-was employed in the determination of level of ICT Literacy of 150 respondents. An adapted survey questionnaire served as the instrument in gathering data and data-were statistically treated using frequency counts, percentages and average. The findings show that the respondents were experts of ICT literacy in ICT basics, word processing, spreadsheet and presentation and ICT Basics got the highest number of challenges and prepare trouble/failure reports was considered the most challenging task in ICT Basics. This study determined the knowledge management awareness of the teaching and non-teaching personnel of DMMMSU, Mid-La Union Campus. A quantitative-descriptive research design was used to obtain the profile and level of knowledge management awareness of 229 employees using an adapted survey questionnaire checklist, which were analyzed using frequency counts, percentages,5-point Likert scale, and Kruskal Wallis. The findings revealed that the teaching and non-teaching personnel are (55.89%) female, (46.72%) middle-aged, (54.14%) educationally competent, with (48.03%) designations mostly in their respective colleges, where almost half are (46.28%)in service for less than five years and have attended few knowledge management related trainings and seminars. This study sought to answer the level of knowledge management awareness of the Don Mariano Marcos Memorial State University, South La Union Campus employees along leadership, processes, people, technology, knowledge process, learning and innovation, and outcomes. The researchers utilized the quantitative-descriptive method in conducting the study where adapted knowledge management assessment tool served as the instrument in gathering data to 210 employees of DMMMSU SLUC. The data were statistically treated using frequency counts, percentages, median and Kruskal Wallis test and it yielded the following findings: majority of the teaching and non-teaching personnel are female, middle-aged adults holding bachelor degree with permanent position, designated mostly in their respective campus and colleges, many are in service for less than 5-10 years and a great majority attended less than 3 knowledge management related trainings and seminars.
