Publication I got the Power:(Don Mariano Marcos Memorial State University – Mid La Union Campus, 2024-01) Aguyo, Aloeravan A.; Florida, Gracille May N.; Osias, Rose-Ann R.; Tubera, Haya Lae L.; Rodriguez, Dulce M.; Allawey, Fritz Krieg; Siong, Venus D.; Merza, Hartwell Norman M.The study embarks on a journey to unveil the strength and potential of the 11 female barangay captains in Bacnotan, La Union. This mixed method approach seeks to determine the demographic profile, level of performance, and challenges of the 11 female barangay captains through a survey questionnaire and semi-structured interview. The findings revealed that most female barangay captains were in the 45-50 and 50-55 age brackets, married, attained a college education, and had a minimum of 1-5 years of political experience. It also revealed that the female barangay captains are outstanding in performing the executive, legislative, and judicial functions. It also found that the challenges of the female barangay captains are profile discrimination and difficulties, administrative adversities, poor satisfaction and public criticisms, and predicaments on fellow barangay officials. This descriptive research determined the participation of IP students in campus and college activities. Data were gathered through survey questionnaire. Average mean were used to analyze data. It serves as an alternative dispute resolution through non-litigious methods like mediation and arbitration to resolve conflict. It aimed to determine the distinctive practices and how the Kankana-ey Indigenous peoples cope with the challenges in the conduct of Tongtong. A qualitative approach was utilized. It was conducted in Arosip, Bacnotan, La Union, with 16 participants. The Kankana-ey Indigenous peoples of Arosip, Bacnotan, La Union exhibit a unique and highly practiced tongtong justice system, marked by distinct methodologies and punishments including abogadillo, panagtitinawar, mangmanmanok, panagkikinnomperensia, patod, inayan, ules, mantiban, aggabo, sapata, hot water ordeal, and putik. Further, the Kankana-ey Indigenous peoples have maintained their traditional dispute resolution practices despite the difficulties encountered by the traditional justice system. It prompts questions about whether communities feel adequately represented and whether elected leaders are held accountable when there is a lack of competition. Using a mixed-methods approach, data were gathered from 372 registered voters through surveys and from 20 participants through interviews. Findings reveal that incumbency, strong volunteer support, clean records, and dynastic ties significantly influence candidate dominance. Most respondents believe incumbents meet expectations, candidates benefit from family political ties, and elections are often monopolized. Additionally, leadership traits such as being helpful and relatable are highly valued. The findings underscore the need for increased electoral competition and informed citizen participation to ensure a more accountable and representative community. A mixed method approach was utilized in this study. There were three hundred (300) respondents and five (5) key informants. Findings revealed the extent of political participation of the Bago Tribe garnering an overall mode of three (3) with a descriptive rating of moderate participation, which implies that the Bago Tribe are frequently participating in political activities; challenges faced by the Bago Tribe includes cultural discrimination, misconception of identity, and lack of cooperation and initiative. Athena L.; Rodriguez, Dulce M.; Arnobit, Maria Luisa B.Tobacco use is the leading cause of death and disability globally. To address the problem, government units implemented tobacco control policies and ordinances. The study aimed to determine the level of awareness, level of implementation and level of effectiveness of the Tobacco Control Ordinance of Rosario, La Union. It aimed to identify the problems encountered in the implementation of ordinance. The study used the descriptive method of research. The study was conducted in the selected barangays of Rosario, La Union during the 1st Semester of School Year 2017-2018. There were exact 380 respondents who answered the questionnaires. Findings indicated that majority of the residents of Rosario, La Union are aware of the ordinance. The Tobacco Control Ordinance is deemed to be moderately implemented as perceived by the respondents. Residents appear to share a common understanding of which the ordinance is most likely to be moderately effective. Also, problems encountered in the implementation of the ordinance are minimal since the overall assessment of the implementation is moderately implemented. There is a significant relationship between the level of awareness and the level of implementation of the ordinance. Problems identified were as follows: re-inspection and monitoring of violators, furnishing of primers, putting up no smoking signages and issuance of warning tickets. The proposed policy recommendation has a high validity index.
