    Content analysis of local investment and incentives code in the City of San Fernando, La Union

    The Local Investments and Incentives Code (LIIC) serve as a strategic legislative framework designed to stimulate economic growth and attract sustainable investments in the City of San Fernando, La Union. This study aimed to analyze the content of the city’s LIIC and its alignment with the Comprehensive Land Use Plan (CLUP) and Comprehensive Development Plan (CDP). It further identified the practices and challenges encountered by stakeholders during the formulation and implementation stages. Using a qualitative case study design, data was collected through document analysis and Key Informant Interviews with local governance personnel and the Technical Working Group. Content and thematic analyses revealed that while the LIIC demonstrates strong spatial alignment with the CLUP regarding zoning, it shows only partial alignment with the CDP in infrastructure and social development. Challenges identified include technical delays, fragmented information management, and communication gaps. Ultimately, these findings provide a critical roadmap for local policymakers to harmonize economic incentives with long-term development goals, ensuring a more cohesive and efficient approach to city governance.
