The success of local development in the community depends on the punong barangay's performance. The study was conducted among the 59 Punong Barangays in the City of San Fernando, La Union. It assessed the performance of the punong barangays as local chief executives. A survey questionnaire, checklist, and interviews were utilized in 61 gathering data. Finding shows that most of the respondents are male and many of them are years old and above, college graduate, and has served for 1-5 years as punong barangay. The level of performance of the respondents were rated satisfactory in most of the provisions of the Code. Moreover, there is no significant difference in the performance of the respondents when grouped as to profile. The most common problem encountered by the respondents is the inadequacy of budget. Hence, the extension training program design formulated is strongly recommended to enhance the performance of the punong barangays.
