Publication Employee performance management practices of the City Government of San Fernando, La Union(Don Mariano Marcos Memorial State University – Mid La Union Campus, 2025-06) Viscarra, Ma. Ursula Mae P.; Blasé, Daniela E.; Guevarra, Jasmin A.; Pardo, Angelika C.; Quinitip, Tiffany Ruth R.Employee performance management is vital for achieving organizational goals and ensuring effective service delivery, especially in local government units (LGUs). However, many LGUs face challenges in maintaining consistent practices due to limited resources, unclear evaluation criteria, and weak feedback mechanisms. This study assessed the performance management practices of the City Government of San Fernando, La Union, involving 197 employees selected through stratified random sampling. Data were gathered using validated survey questionnaires and analyzed using frequency, percentage, Cramer’s V, and Phi-coefficient through Excel 2023 and Jamovi. Results showed that the City Government demonstrated strong performance management in areas such as planning, monitoring, evaluation, feedback, employee development, and recognition. Employees reported very high performance levels in productivity, efficiency, satisfaction, compliance, innovation, and leadership. Significant relationships were found between components like monitoring, evaluation, development, and recognition and outcomes such as problem-solving and innovation. However, no significant link was found with performance planning.
