    Extent of implementation of RA 9003 in selected barangays of Balaoan, La Union

    This study was conducted to determine the extent of implementation of RA 9003 in selected barangays of Balaoan, La Union. It specifically determined the profile of respondents; their awareness on RA 9003; the extent of implementation of the provisions of the law in their respective areas; the degree of seriousness of the problems they encountered in the implementation of RA 9003 and the disposal methods they employed. A total of 230 respondents participated the study to include the residents and barangay officials of selected barangays of the municipality of Balaoan, La Union. Descriptive research utilizing a survey method was done through the aid of a structured questionnaire and supported by interviews and observations. Frequency counts, percentages, means, average weighted means, grand means, ranks, t-test and correlation were used in the analysis of data. Results revealed that respondents were dominated by middle aged married females who are mostly housekeepers that stayed in their localities for about 23 years and were high school graduates that are earning about P 6,935 monthly. Results also revealed that they were generally aware on RA 9003 and that this law is implemented in their barangays. The awareness on and implementation of the prohibitions and penalties of RA 9003, however, was perceived to be low. It was found out that there was significant positive relationship between the responses on the awareness and implementation as perceived by the respondents. On the other hand, responses between internal and external respondents on the extent of implementation of RA 9003 was found to be significantly different. There were much serious problems met during the implementation of RA 9003 like attitudinal problems of stakeholders and the absence of collection of wastes. The use of sacks or waste bins to contain solid wastes was generally widely used as the method of disposal in the barangays.
