Publication Content analysis of Municipal Disaster Risk Reduction and Management plan:(Don Mariano Marcos Memorial State University – Mid La Union Campus, 2026-04) Balanon, El Debarge F.; Costes, Jerico N.; Manalon, Christine May R.; Ociel, Joanna Andrea P.; Padulla, Ronel A.; Ancheta, Marife D.; Pajimola, Allan Hil B.; Villanueva, Billy P.; Quinitip, Tiffany Ruth R.; Siong, Venus D.In response to increasing climate-related hazards in the Pacific, effective local disaster risk reduction and management (DRRM) planning is essential for resilience and sustainable development. This study analyzes the Municipal Disaster Risk Reduction and Management Plan (MDRRMP) of Bauang, La Union, Philippines, using content analysis aligned with the Sendai Framework and the Philippine Disaster Risk Reduction and Management Act (RA 10121). The research evaluates the MDRRMP's alignment with national and international DRRM standards in areas such as prevention, preparedness, response, and recovery. Findings highlight strengths and gaps in local disaster governance, particularly in data integration, stakeholder participation, and risk-informed planning. Key informant interviews with local DRRM officers reveal challenges like limited technical capacities, financial constraints, and weak coordination. Although most provisions of the municipal plan align with the national plan, some are missing or misaligned, while common practices include document review, risk assessment and community consultations. Despite significant alignments, resource and coordination gaps need continued attention to enhance local disaster resilience.
