    Local legislation is a powerful and vital tool for addressing the problems of the citizens in LGU’s, promotes general welfare and development, and attain the vision of respective LGU’s specifically barangay for its citizen. Members of Legislative bodies must possess the requisite competency to be able to perform their tasks. This study assessed the capabilities, performance, and challenges encountered by the Sangguniang barangay members in the City of San Fernando, La Union. It utilized a modified survey questionnaire in gathering data from the 5 Sangguniang barangay members of each barangay that totals to 295 respondents. The data gathered were analyzed using frequency counts, percentages, median, and chi-square for independence. The findings shows that majority of the Sangguniang Barangay members are first termers and college graduates; and their trainings on local legislation are limited ranging from one to three (1-3). This indicates that they need more trainings pertaining to local legislation especially on their capability on drafting and crafting an ordinances and resolutions. As an output of this study, an extension training program design has been prepared to be used as the basis of the extension program of Bachelor of Public Administration which composed of five (5) modules on which it has four (4) lessons each.
