The traditional way of counseling is done face to face but nowadays; counseling may be done online due to the modem technologies. This study is directed towards the development of an online counseling system to meet the following objectives: to develop a website for the Circle of Peer Counselors of DMMMSU-MLUC; to provide an online counseling system of the said organization. The researchers’ aim is to develop an Online Counseling System for Circle of Peer Counselor of DMMSMSU-MUC to implement a better and easy counseling for the students. The researchers will determine first the status of the existing system, profile of the respondents, factors to be considered to develop an online counseling system and the level of functionality of the proposed system. This study will use the descriptive and developmental method of research The researchers will use the interview, questionnaires and the waterfall model in the system development life cycle as method of collecting data. The respondents consist of the following: CPC adviser, Peer Counselors, and students of DMMMSU-MLUC. Based on the study, the researchers found out that the existing system of CPC adopts the traditional of counseling and other transactions were done manually. The researchers analyzed and interpreted the profile of the respondents in terms college/ department, gender, year level and status. The respondents strongly agreed that the factors to be considered to develop a system are accessibility, effectiveness, privacy of records and time constraints. The level of functionality of the online counseling system was found out by the researchers that the respondents strongly agree to the main indicators presented by the researchers such as the system’s attractiveness, consistency, control, error prevention and control, feedback, helpfulness, and learnability.
