Technological proficiency development program for Pangasinan state university instructors

This study designed, developed, and validated a Technological Proficiency Development Program (TPDP) for instructors at Pangasinan State University-Infanta Campus. Using a descriptive quantitative design, it assessed instructors’ technological proficiency and extent of digital tool utilization to identify areas for improvement. A researcher-made questionnaire was administered to 24 instructors during the first semester of Academic Year 2025-2026. Results revealed a high overall technological proficiency level (M = 8.04, Very Much Proficient), strongest in Office and Document Management Tools. However, a critical gap was identified: while proficiency was high, most digital tools—including learning management systems, communication platforms, assessment tools, content creation applications, and cloud storage—were rarely or never used in instruction. Based on these findings, Project iTEACH was developed as a structured professional development program to bridge the gap between technological proficiency and classroom integration. Expert validation yielded an S-CVI of 1.00, confirming the program's excellent validity and readiness for implementation.
