This study aimed to develop a Library Management System for Dr. Eufranio Chan Eriguel Congressional E-Library. Specifically, this study ought to acheive the following objectives: 1) To determine the problems encountered in managing data collections in Dr. Eufranio Chan Eriguel Congressional Esl.ibrary 2) To develop Library Management System for Dr. Eufranio Chan Eriguel Congressional E-Library using Rapid Application Development model and 3) To determine the level of usability of the Library Management System for Dr. Eufranio Chan Eriguel Congressional E-Library. The conduct of personal interviews led to the determination of functional and non-functional requirements. Through the use of RAD model, the researchers developed the Library Management System. The developed Library Management System was perceived by the IT Experts to have an overall mean of 4.72 with a descriptive equivalent of Very Much Usable.
