(Don Mariano Marcos Memorial State University – Mid La Union Campus, 2026-04) Cabiladas, Harold Jake A.; Acosta, Lenny Amore D.; Balolong, Chenille Jane C.; Cardinez, Jemimah D.; Madrid, Jersel Lean M.; Galleta, Darwin T.; Quinitip, Tiffany Ruth R.; Bayani, Keneth G.; Davis, Grace O.
The modernization of government services through digital transformation involves the replacement of inefficient paper-based processes with a fast, secure, and transparent digital platform through a Document Management System (DMS). This study assessed the usability, quality, and implementation challenges of the Document Management System utilized by the local government unit in the Municipality of Bacnotan, La Union. Using a descriptive research design, data were gathered from 78 respondents across various municipal offices using the System Usability Scale (SUS) and the USE Questionnaire. Findings revealed excellent usability among end users and a perfect rating from the administrator, confirming that the system features highly effective navigation for performing all document-related tasks effortlessly. While high scores confirm the system is optimized for power users, the slightly lower end-user ratings suggest that minor interface polishing could further enhance total intuitiveness for all users.
