    Assessment of employment opportunities for senior high school graduates in the City of San Fernando, La Union

    In today's dynamic and competitive job market, the transition from senior high school to the workforce presents both opportunities and challenges to assess the employment opportunities the for graduates. This study aims for senior high school graduates in the City of San Fernando, La Union, by examining the profile of industries, available job positions. and preferred 2lst-century skills required by employers. This study employed a researcher-designed survey within a quantitative descriptive research design. Data were gathered from 343 registered micro-enterprises in the City of San Fernando, La Union, using frequency, percentage, and median. The study reveals that micro-enterprises in the City of San Fernando, La Union, primarily offer low-skill service jobs. However, the findings also highlight that 21st-century skills are vital for enhancing the employability of Senior High School Graduates.

    This study examined the legislative capabilities and performance of the Sangguniang Barangay (barangay councils) in Bacnotan, La Union, focusing on their ordinance- and resolution-making functions under the Local Government Code of 1991.Using a descriptive quantitative research design, data were collected through surveys, documentary analysis, and informal interviews with Punong Barangays, Barangay Kagawads, and SK Chairpersons from all 47 barangays via total enumeration. Key findings showed that Sangguniang Barangay members had a moderate level of legislative capability in drafting and technical aspects, with Punong Barangays and Kagawads scoring higher in procedural knowledge than SK Chairpersons. Most barangays showed high effectiveness in enacting ordinances, though resolution adoption rates varied. Legislative measures largely centered on economic development and public order. Challenges encountered included limited access to computers and internet, insufficient technical skills, and inadequate budget support. The study recommended capacity-building strategies such as targeted training, improved digital resource access, and enhanced technical assistance from the municipal government to strengthen barangay legislative performance.

    Challenges and coping strategies of solo parents in the City of San Fernando, La Union

    Solo parenthood is a growing family structure in the Philippines, where solo parents handle both caregiving and breadwinning responsibilities, which affect their wellbeing and their ability to support their children. This study aimed to describe the challenges and coping strategies of registered solo parents in the City of San Fernando, La Union. Specifically, it examined respondents’ profiles regarding the solo-parent category under RA 8972, employment status, and monthly income. It also identified the social, economic, and legal challenges they encounter and the coping strategies they employ. Using a quantitative research design, data were collected from 146 registered solo parents through a structured questionnaire and analyzed using frequency and percentage. Results showed that solo parents experience isolation and loneliness, difficulty managing household expenses, insufficient income, lack of savings to support their family in emergencies and for their child/children's future education, and suffer from debts and difficulty obtaining the Solo Parent ID. To cope, they rely on faith, positive affirmations, avoiding debt, managing their finances carefully, and seeking assistance from the Barangay or the City Social Welfare and Development Office to obtain the Solo Parent ID.

    Compliance of drugstores to RA 10754 or an act expanding the benefits and privileges of persons with disabilities in the City San Fernando, La Union

    The status of compliance of drugstores in the City of San Fernando based on the above 50% rating is considered as compliant as to the R.A 10754 or the Act Expanding the Benefits and Privileges of PWDs. But there is also a numerous or many of the PWDs saying that some of the drugstores in city are not complying with some specific guidelines or provisions. There is a big significant difference between the perceptions of PWDs and the Drugstore Managers. The main procedural barrier being encountered by both respondents is no PWDs I.D presented when they are purchasing their medicines for them to fully avail or exercise the discount they are entitled to enjoy. Die strategic plan serves as an instrument of all the results and implications of the study that will provide a better implementation and plan to become a fully complaint in the law.

    The Ease of Doing Business and Efficient Government Service Delivery Act of 2018 (EODB) aims to streamline government services. Descriptive quantitative research assessed the compliance of Local Government Units (LGUs) in the 1st District of La Union with RA 11032. Data were collected by survey questionnaires and processed through documentary analysis. The following results were determined: (1) LGUs in the 1st district adhere to EODB in terms of Citizen’s Charter, Access to Government Services Through Frontline Services, and Report Card Survey; (2) there is a significant difference in perceived status compliance between employees and clients, (3) the top three digitalization efforts implemented were electronic online registration/application for business, licensing, and authorizations, new functionalities such as transaction monitor, and digital payments for permits, licenses, and authorizations; (4) the challenges for frontline employees include an increase in legal awareness, improved comprehension of customers' needs and preferences as well as expanded knowledge regarding online registration accessible to

    This study aimed to develop a visually appealing and affordable SamgyeopNada that contribute to the local food service of La Union. The study objectives were to standardize the formulation and processing, determine the sensory qualities and acceptability attributes. The research designs used in this study are developmental, experimental and descriptive design. The main ingredients are sweet potato, papaya, Kimchi paste, and longganisa; the method to standardize the formulation, 10 Trained and 30 Consumer type panelists rated sensory attributes using 9-point Hedonic Rating Scale, and average was used to calculate the mean score. Standardize Formulation and processing was tested in 4 Treatments, in sensory evaluation, treatment 1 has the highest mean score of 8.05rated as Like Very Much.

    This study traced the importance of education in societal development, the mismatch between education and employment, and the value of tracer studies in assessing graduate employability and improving academic programs to better align with workforce demands. This study traced the employment of BSOA graduates from 2016-2018, examining their socio-demographic characteristics, employment profiles, the relevance of their degree program, school support services, employability factors, and performance in the workforce. A descriptive predictive research design was used, employing survey questionnaires distributed to graduates and employers. Data were analyzed to assess employment rates, job search duration, and the relevance of acquired skills. Most BSOA graduates found employment quickly, though some faced challenges due to competition. Employers valued their skills but stressed the need for ongoing development. The study recommends refining curricula, integrating hands-on learning, and strengthening industry partnerships to improve employability and career readiness.

    Graduate employability serves as a key indicator of the effectiveness and relevance of higher education programs in preparing students for the demands of the labor market. This study tracked the employment outcomes and assessed the employability of Bachelor of Public Administration (BPA) graduates from Don Mariano Marcos Memorial State University – Mid La Union Campus for the Academic Year 2023–2024. Using a descriptive-quantitative research design, data were gathered from all 96 graduates through a modified CHED Graduate Tracer Survey administered via online and face-to-face methods. Statistical tools such as frequency, percentage, and multiple linear regression were utilized in the analysis of data. The Employability Index was computed based on lead time to first employment, employment status in the first job, suitability of educational qualification to the first job, and initial gross monthly income. Results revealed that 86.46% of the graduates were employed after graduation, indicating a high level of employability. Most graduates initially occupied clerical and service-related positions, with a larger proportion employed in the private sector compared to the government sector. Salaries and benefits were identified as the primary reason for accepting their first job. The computed Employability Index showed that graduates demonstrated moderate to high employability. However, regression analysis revealed that socio-demographic, educational, and socioeconomic factors had no significant relationship with employability at the 0.05 level, suggesting that employment outcomes may be influenced more by prevailing labor market conditions than by personal background characteristics.

    The Bancagan Bamboo Handicraft is a local livelihood rooted in the rich cultural and natural resources of Barangay Bancagan, Naguilian, La Union. This traditional craft serves as both a source of income and a symbol of heritage for local weavers. The study determined the socio-economic contributions of Bancagan bamboo handicraft to the lives of its weavers, and the initiatives implemented by the LGU for the sustainability of the Bancagan Bamboo Handicraft. The research utilized survey questionnaires to gather data from selected bamboo weavers in Bancagan. Descriptive statistics, including frequency and percentage, were used to analyze the findings. The study reveals that Bancagan Bamboo Handicraft plays a significant role in sustaining the livelihood of the weavers by providing economic support and empowering them socially through skills development and cultural pride. The study finds that the LGU efforts have advanced the weaving industry; however, it also reveals a lack of regular technical training and assistance for product labeling and branding strategies. To address these issues, a policy brief was developed recommending programs for regular technical training, branding, and labeling to enhance their weaving skills.

    Knowledge Management is an integrated approach that offers the ability to make information available for the right people, to get the right knowledge at the right time. This study determined the knowledge management awareness of the teaching and non-teaching personnel of DMMMSU, Mid-La Union Campus. A quantitative-descriptive research design was used to obtain the profile and level of knowledge management awareness of 229 employees using an adapted survey questionnaire checklist, which were analyzed using frequency counts, percentages,5-point Likert scale, and Kruskal Wallis. The findings revealed that the teaching and non-teaching personnel are (55.89%) female, (46.72%) middle-aged, (54.14%) educationally competent, with (48.03%) designations mostly in their respective colleges, where almost half are (46.28%)in service for less than five years and have attended few knowledge management related trainings and seminars. Further, the findings indicated that the employees were (4) highly aware of knowledge management and their participation to trainings and seminars was found to be significant of their being aware of knowledge management.

    Public markets play a vital role in the local economy as centers of trade, livelihood, and social interaction. This study assessed the level of efficiency of operations management in the Bauang Public Market and identified the challenges encountered by market vendors in its operations along facility layout planning, workforce planning and management, inventory management, scheduling, quality control, maintenance, and transportation and logistics. Using a quantitative descriptive research design, data were gathered through a researcher-made questionnaire based on Municipal Ordinance No. 8, Series of 2026 (Market Code of Bauang, La Union) and administered to 186 public market vendors. Results revealed that the Bauang Public Market operates at a moderate level of efficiency, indicating that operations management is not fully optimized in certain areas. Key challenges include congested walkways and poor ventilation which were the bases in the formulation of strategies to improve LEE operations. Indeed, the Bauang Public Market contributes to economic growth however, recommended strategies can provide inputs for policy actors to curb inefficiencies.

    Local government efficiency in the Second District of La Union

    Efficiency is measured through productivity. Using the ten indicators of government efficiency of the National Competitiveness Council (NCC)such as compliance to national directives, presence of investment promotion unit (IPU), business registration efficiency, capacity to generate local resource, capacity of health services, capacity of school services, recognition of performance, compliance to BPLS standards, peace and order and social protection, employing data capture sheet as main gathering tool and validated through documentary reviews, this study found out that LGUs in the second district cannot fully deliver the different social services needed for their constituents with the highest form of efficiency as they are impeded with limitations particularly resources within their capacity and insufficient internal and external supports from the national government. Nonetheless, these LGUs are trying their best to provide the best government transaction experience guided by the different laws relative to government efficiency.

    Competency is a combination of knowledge, skills, and behaviors used to effectively perform tasks to achieve specific objectives. This study determined the competencies of medical office staff in District 1 Hospitals in La Union. It sought to identify the profile, the level of competence, and the relationship between the profile and the level of competence of the respondents. Frequency counts and percentages were utilized to determine the profile, median interpretation to measure the level of competence, and Pearson Chi-Square for the relationship between the respondents' profile and the level of competence. Almost half are aged 31-40andare nurses in the nursing department, a great majority are female, the majority are married, have 1-10 years in service, and most are college graduates. The respondents are competent in terms of Communication, Organizational, Computer, Intrapersonal, and Records Management Skills and their educational attainment, job position, and hospital department affect the level of competence.

    Competencies exemplify the effectiveness and efficiency in the-workplace. This study determined the level of Medical Office Staff Competencies in District 2 Hospitals in the Province of La Union. The profile and the level of competence of the respondents and their relationships were identified. Frequency counts and percentages were utilized to determine the profile, median interpretation for the degree of competence, and Pearson Chi-Square for the relationship between the respondents’ profile and their level of competence. Findings revealed that almost half are aged 31-40 and are nurses assigned to the administrative and nursing departments. The majority are female, most are married, have between one to ten years of experience, and most have college degrees. The respondents are competent in terms of Communication, Organizational, Computer, Intrapersonal, and Records Management Skills and their civil status and length of service affect their level of competence.

This study determined the competencies of the medical office staff at Ilocos Training and Regional Medical Center. It sought to identify the profile, level of competence, and relationship between the profile and the level of competence of the respondents. Frequency counts and percentages were utilized to determine the profile, mode interpretation to measure the level of competence, and Pearson Chi-Square Test for the relationship between the respondents’ profile and the level of competence. Almost half are aged 21-30 and are data encoders in the billings and claims department, both males and females are almost half, a great majority are single, have 1-10 years in service, and almost all are college graduates. The respondents are competent in terms of communication, organizational, computer, intrapersonal, and record management skills and their civil status, job position, and hospital department affect the level of competence.

    This study aimed to determine the preferred office skills for secretaries needed in business establishments. There were total of 34 respondents in the said study who were the office managers/business owners/HR of the business establishments in City of San Fernando La Union. The questionnaire was adopted from the study of Hidalgo el al, 2021. The researchers identified the profile of the respondents as to their age, civil status, and educational attainment. Frequency Counts and Percentages were used to analyze and interpret the preferred profile of respondents and their preferred office skills. The Pearson Correlation test was used to determine the skills preferred by employers. The findings revealed that the majority of the respondents preferred secretaries aged between 18-25 and 26-33. Based on educational attainment most of the preferred secretaries are college graduates. It appears that there is no significant relationship between the preferred age to preferred office skills. A training design was developed to upskill the BSOA student in terms of office competencies.

    Readiness in the Civil Service Examination of Bachelor of Public Administration students of DMMMSU-MLUC

    This study assessed the readiness of Bachelor of Public Administration (BPA) students at DMMMSU-MLUC for the Professional Civil Service Examination, focusing on verbal ability, analytical ability, numerical ability, and general information. Using the Civil Service Examination test questionnaires from the Carl Balita Review Center, data were collected from 74 out of 80 third-year BPA students and analyzed through item analysis, percentages, mean, and standard deviation. Findings indicated that third-year BPA students are unprepared and have failed to pass the Civil Service Examination. Overall, the study concludes that all respondents, regardless of section, are not ready to take the Civil Service Professional Examination. These findings emphasize the need for targeted interventions to enhance students' preparedness in critical areas required for the examination.
