It specifically determined their level of competency, significant differences in perceptions among barangay officials, examined problems encountered, and formulated strategies to enhance their competency. A descriptive quantitative research design was utilized, involving 39 Punong Barangays, 271 Barangay Kagawads, 38 Sangguniang Kabataan Chairpersons, and 4 Indigenous Peoples Mandatory Representatives, using a validated survey questionnaire supported by interviews and document analysis. Findings revealed that Punong Barangays demonstrated high competence in most governance areas, while moderate competence was noted in digital and information management. Significant differences were observed in perceptions of stakeholder engagement and personal effectiveness. Key problems included limited community participation, challenges with digital tool use, and difficulties with participatory leadership, which served as the basis for the proposed competency-enhancement strategies.xii, 196 p.: ill.
