This research, whose respondents were 374 guidance counselors/designates and 84 fourth year students, used the descriptive method with the questionnaires as a primary tool in gathering data. Findings showed that only five were registered guidance counselors and the rest were designate counselors whose characteristics varied. Guidance offices lacked equipment and facilities. Their basic counseling skills were described as moderately utilized and the implementation and functionality of guidance services were described as moderate. A training program on basic counseling skills and functional guidance programs for public secondary school of the Division of La Union was the output of the study.enThesis
